Акт провозгласил создание в Европе единого рынка к 1992 г. На основании Акта были сняты все ограничения на свободное перемещение товаров, услуг, капитала и рабочей силы между странами-членами Европейского союза. Европейская комиссия разработала около 400 директив, направленных на устранение различий в правилах и нормах, принятых в разных странах, с целью создания единого для всего сообщества свода правил. Например, правила свободного пересечения границ личным и грузовым транспортом без паспортного и таможенного контроля, единые технические спецификации на товары, налоговое единообразие и т.д.
